I have this issue. The cause is putting it through the dishwasher, it spends a lot of time being wet.

I finally got fed up with this too and bought some Stainless Steel Cleaning Wipes. It's a bit tedious, (I clean mine when watching t.v.) but does the job. I just clean off each piece of flatware (some are more rusted than others, so it might take some elbow grease.) After you're done cleaning the set, handwash in dishwashing liquid. I've noticed I need to do this routine every 6 months.
