Try standing up.
You need to remove the reinforcer (in this case, your face) completely. The dog has shown you that when you 'try again', that she is unable to resist licking you - so, stop "flicking" your dog and do something effective. Use a crate to manage the situation. Ideally, you have crate trained this dog so that she's comfortable in there and has not been put in there to be punished/scolded. Feed her in her crate, and leave the door open so that she can go in and out as she pleases - throw treats in there too. If she tries to lick you, do not get upset - just scoop her up without scolding, talking to her, or anything else - and put her in her crate. Dogs learn by repetition. What you are doing is playing a version of the "rule outs" game - the fun will end for her if she tries to lick. Be patient. Do not yell at your dog. It will be enough to put her in her crate for a little while - she'll get the message.
References :
If it is just you that she is doing this to .. I would advise you to seek medical attention ...Not meaning to scare you BUT some dogs are well known to have the ability to "sniff" cancer ....she MAY be trying to tell you something
Have your GP check you for .. lip , mouth and or throat cancers also a lung function test

I wish you all the best
References :
Jack Russells are dogs needy of attention. They thrive on it. So when I had my jack, if he was performing a no-no, I'd put him outside.

So when your dog licks you face, say no. Then put the dog outside for 5-10 minutes.

I know it's a habit, but don't pick your dog up and put him next to your face. You're just encouraging him. Either sit on the couch with him, or get on his level and sit on the floor.
References :
Personal experience with jacks.

Get yourself a BB gun--shoot it one time in the air next time it does that. Make sure it's unloaded. Dogs know what a gun does--they really do.
From then on all you have to do is reach for it and they'll run for cover.
References :
Dobermans and bulls.

If you know your dog is going to lick your face, why do you keep putting your face so close to hers?

Stop picking her up, and get her off of your bed or couch while you're lying down until she can control herself. All of the interventions you mentioned involved putting the dog close to your face...again! I think the behavior you need to change is yours.
References :
Get some do treats and always keep them on hand, and everytime she goes to lick your face you say in a very deep tone "no" and turn your head. Once she stops turn to look at her if she starts again say "no" and then turn you head. keep doing that until she stops. Once she does praise her a give her a treat. It may take alittle time, but all times of training does.
References :
Jack Russells are HARD to train, but if you are persistent, she will learn. Keep working with her, perhaps have a paper roll, snap it in your hand when she licks, is worth a try, that is magic with my dogs.
References :
Have a Jack Russell and a Golden Retriever
